Traffic management


The traffic management of Estonia is determined by the Government with the Traffic Code.

The national traffic safety is developed by the Government. Its realization is organised through national traffic safety programs.

The traffic safety is regulated by the Estonian Ministry of Economic Affairs and Communications.

Traffic supervision concerning vehicles and pedestrians is organized by the Ministry of the Interior.

Police officers, special constables or other officials shall exercise traffic supervision within the limits of the authority granted to them by law. On the state border, power-driven vehicles and their trailers and drivers shall be inspected by Border Guard and customs officials.

Local governments shall manage traffic and secure traffic safety in their area of administration. The implementation of traffic safety policy in at the level of local governments shall be organised through regional and local traffic safety programs.
