Temporary incapacity for work

In case of temporary incapacity for work (disease, injury, etc.), an attending physician (a family physician, midwife or medical specialist) issues a certificate of incapacity for work for the person. The certificate of incapacity for work released the person from the performance of employment or service duties. The types of certificate of temporary incapacity for work are:

  • certificates for sick leave;
  • certificates for maternity leave;
  • certificates for adoption leave;
  • certificates for care leave.

If no data is displayed in the e-service, the Health Insurance Fund has yet to initiate the proceedings. However, information about the period of the certificate of incapacity for work is available from the moment the physician has submitted the electronic certificate of incapacity for work into the database of the Health Insurance Fund.

Benefit for incapacity for work is a financial compensation which is paid by the Health Insurance Fund to an insured person on the basis of a certificate of incapacity for work. The benefits for incapacity for work are:

  • sickness benefit, which is paid in the case of a disease or injury;
  • care benefit, which is paid for nursing (80% as of the first day of leave);
  • maternity benefit, which is paid for pregnancy or maternity leave (100% as of the first day of leave).
  • adoption benefit, which is paid for the time spent on adoption leave (100% as of the first day of leave).

Benefits are paid within 30 calendar days after the receipt of duly completed documents by the Health Insurance Fund.

Procedure for payment of sickness benefit

  • Sickness benefits are paid to the insured person from the fourth day of an illness or injury.
  • From the fourth to the eighth day of an illness or injury, the employer pays the sickness benefit at the rate of 70% of the employee’s average income. The employer calculates the amount of the sickness benefit on the basis of the employee’s average income in the last six months.
  • From the ninth day of an illness or injury, the Health Insurance Fund pays the sickness benefit at the rate of 70% of the daily income. When calculating the amount of the benefit, the average income per calendar day is deemed equal to the income calculated on the basis of the social tax calculated or paid for the person during one calendar year preceding the date on which the leave commenced as specified in the certificate of incapacity for work, divided by 365. To determine the amount of the benefit, the benefit rate per cent is calculated on the basis of the daily income and multiplied by the number of days subject to compensation. Different reasons for leave have different benefit rates. Income tax is withheld from the benefit.
  • The employer is not required to pay the benefit if the reason for leave is an occupational disease, occupational accident, occupational traffic accident, a complication or sickness arising as a consequence of an occupational accident, an injury suffered while protecting the interests of a state or society or while preventing crime, a transfer to lighter work and an illness and injury during pregnancy. In such cases, the Health Insurance Fund pays the sickness benefit from the second day.
