Notice of economic activities for supplying of cultivating material

If you wish to commence economic activities in the area of cultivating material as a supplier, you must submit a notice of economic activities to the Register of Economic Activities before commencing economic activities. The notice of economic activities is not required if you produce or supply cultivating material for your own use.

The supplying of cultivating material is the production, storage, packaging of cultivating material from a third country to Estonia or marketing or delivery from Estonia to a third country.

Requirements to the submitter

The producer of cultivating material must have the correct technology required for growing the specific tree species, and the supplier, packager and storer must have the respective suitable conditions

Cross-border operation

The supplying of cultivating material is regulated by Council Directive 99/105/EC on the marketing of forest reproductive material. Article 6 of the aforementioned Directive establishes that Member States must officially register the suppliers of cultivating material. Member States have specified responsible authorities on their territory, who can provide specific information regarding the implementation of the requirements of the aforementioned directive in the respective Member State.

Filling in and submission of a notice

The notice of economic activities must include the following data:

  • In the case of an undertaking which is a legal person the name and registry code, in the absence thereof the relevant identification code of the country of its seat (the numerical or letter combination equal to the registration number), in the case of a sole proprietor the name and registry code, in the absence thereof the personal identification code or date of birth and the name and number of the identity document.
  • Contact details of the undertaking (telephone number, e-mail address and postal address).
  • In the case of an undertaking of another Contracting State or a third country, the address of its seat if it differs from the postal address.
  • The name of the area of activity pursuant to law and the name and code in accordance with the classification established on the basis of subsection 4 (6) of the Commercial Code.
  • The date of commencement of economic activities in the relevant area of activity if it differs from the date of submission of the notice of economic activities.
  • The date of termination of economic activities if the economic activities are planned for a specified term.
  • The name and contact details (telephone number and e-mail) of the person signing the notice, in the case of a legal person also the basis for representation (member of the management board or authorisation).
  • The name of the plant, plant product or another object whose production, storage, packaging, marketing or delivery from a third country to Estonia or from Estonia to a third country or a protected area of a Member State of the European Union the person is engaged in.
  • Description of terms and conditions for the production, storage, packaging, marketing and delivery from a third country to Estonia or from Estonia to a third country.

The notice of economic activities can be submitted as follows:

Payment of state fee

The state fee for submitting a notice of economic activities by means other than via the State Portal is 10 euros.

The state fee must be paid before the submission of the notice. The state fee with reference number 2900073083 must be transferred to the bank account of the Ministry of Finance:

NB! No state fee is required for amending the data of the notice of economic activities and for submitting a notice regarding the cessation of economic activities.

As an undertaking, you are required to confirm your notice of economic activities once a year via an annual report or an income tax return.

Changing the data of a notice of economic activities

As an undertaking, you must inform the registrar regarding any changes in the data of your economic activities as soon as possible, within 5 working days at the latest. The data of the notice can be verified on the webpage of the Register of Economic Activities. Make sure that your contact details are correct.

Discontinuation of economic activities

In case of temporary discontinuation of economic activities, please submit a notice of temporary discontinuation of economic activities, indicating the dates of discontinuation and restarting of economic activities.

In case of discontinuation of economic activities, please submit a notice of discontinuation of economic activities, indicating the date of termination of economic activities.
