Notice of economic activities in the area of equipment work

A notice of economic activities must be submitted if you wish to be active in the following fields of activity:

  • electrical works;
  • gas works;
  • construction of a gas installation;
  • pressure equipment works;
  • lifting equipment works;
  • machinery works.

Electrical works, pressure equipment works, gas works and machinery works are governed by the Equipment Safety Act.

The Equipment Safety Act covers equipment works. Equipment work means the designing, making, building, installation, disassembly, configuration, testing and repairing and, where applicable, also the filling and storing of a device and other similar work that affects the qualities of the device and does not constitute the use of the device.

Equipment means a pressure, gas or electrical equipment, a machine or a technological system that consists thereof or another object whereby the energy or fluid (gas, liquid or vapour in its clean phase or a mix thereof) contained in the object or a process taking place with the same gives rise, due to its characteristics, to a threat to human life or health, property or the environment even if handled with diligence expected from a specialist.

Requirements for the person submitting

An economic operator engaged in equipment work must submit a notice of economic activities.

An economic operator engaged in equipment work must have a corresponding legal relationship with the person in charge of the equipment work. Persons in charge of equipment work must be competent. Only a competency certificate issued by a correspondingly accredited personnel certification body or a professional certificate that is in accordance with the Professions Act can prove the competence of a person.

Professional qualification of employees

If you wish to employ an employee, who has received his/her qualification abroad or has professional (vocational) work experience abroad, the employee must have his/her professional qualification recognised in Estonia. A professional qualification acquired abroad may not automatically comply with the conditions established in Estonia.

Drawing up and submitting notices

A notice of economic activities must contain the following data:

  • the name and registry code of the economic operator, the name and registry code in the case of a sole proprietor, or – in the absence thereof – the personal identification code or birth date and the name and number of an identity document, contact data (telephone number, e-mail address and postal address) of the economic operator;
  • the name and code of the activity;
  • the name and contact data (telephone number and e-mail address) of the person who signed the notice, the name of the basis of the right of representation in the case of legal persons (a member of the board or an authorisation);
  • the name and personal identification code (the birth date in the absence thereof), contact data (telephone number, e-mail address), the date and period of validity of the competency certificate or professional certificate of the person in charge of equipment work;
  • the date of the commencement of the economic activity, if the date differs from the date of the submission of the notice of economic activities. The date of termination of the economic activity, if the economic activity has been planned for a certain term.

Payment of the state fee

No state fees apply if a notice of economic activities is submitted via the State Portal. A state fee of 10 euros must be paid in advance to the bank account of the Ministry of Finance if a notice of economic activities is submitted by other means, using the reference number 2900073083.

No state fees have to be paid for alterations to the data of a notice of economic activities on the website of the Register of Economic Activities or for the submission of a notice on the renouncement of an economic activity. A state fee of 10 euros must be paid for changing the data of a notice of economic activities by other means.

Alteration of data in notices of economic activities

As an economic operator, you must notify the Register of Economic Activities of any changes to the data of your economic activity immediately. You can check the data of notices of economic activities on the website of the Register of Economic Activities.

Renouncement of economic activities

In the case of a temporary renouncement of economic activities, submit a notice on a temporary renouncement of economic activities, noting the date of renouncement and re-commencement of your economic activities therein.

Submit a notice on the renouncement of economic activities if you renounce your economic activities, noting the date of termination of the economic activities therein.
