A heliport certificate verifies a heliport’s compliance with the requirements of safe aircraft operation.
Heliports that must be certificated include:
- Heliports that are open for international air traffic;
- Heliports that are used for commercial flights, general aviation, and training/testing/trial flights (proficiency checks or flight skills test).
The Civil Aviation Administration issues and keeps account of heliport certificates that are valid for three years.
The certification of heliports is regulated by:
- Section 36 of the Aviation Act;
- Regulation No. 66 of the Minister of Economic Affairs and Communications: “Procedures for the Certification of Aerodromes and Heliports and requirements for the content of Aerodrome and Heliport Manual“ (Lennuvälja ja kopteriväljaku sertifitseerimise kord ning nõuded lennuvälja ja kopteriväljaku käsiraamatu sisule ja koostamisele).
Requirements for the applicant
An applicant and the heliport staff shall have the required competence for the proper operation and maintenance of the heliport. The heliport, its facilities, services, and equipment must meet the requirements provided in the regulation and its annexes.
Filling in and submitting the application
An applicant of the certificate shall submit a formal application to the Civil Aviation Administration with the following documents:
- Documents certifying the right of ownership or right of disposal of the land;
- Statutes (if the applicant is a legal person) or a CV (if they are an individual);
- A summary of incidents (in the case of a reapplication);
- An updated version of the heliport manual and the handbook for the safety management system;
- A map of limitation surfaces in the immediate vicinity of the heliport;
- Guide for the aviation meteorological service;
- A cooperation agreement with the concerned air traffic service regarding the use of airspace;
- An aviation security programme describing the measures and procedures for the compliance with the requirements provided in the aviation security programme of the Estonian Civil Aviation;
- A document certifying the payment of the state fee.
The application can be submitted: Via the flight safety information system LOIS of the Civil Aviation Administration (using the service requires authentication with an ID-card);

Payment of the state fee
A state fee shall be paid for processing an initial heliport certificate:
- For CAT III, CAT II and CAT I heliports – 3,650 euros;
- For non-precision approach heliports – 960 euros;
- For visual flight rules (VFR) heliports – 195 euros.
A state fee of 130 euros shall be paid for processing an application for amending of a heliport certificate or its operation conditions.
For processing an application for extending the validity of a heliport certificate, a state fee in the mentioned amount shall be paid for each year of extended validity:
- For CAT III, CAT II and CAT I heliports – 1,220 euros;
- For non-precision approach heliports – 320 euros;
- For visual flight rules heliports – 64 euros.
The state fee for extending the validity of a heliport certificate may be paid on an annual basis. In this case, the state fee for each year of the extended validity shall be paid by 31 March of that year.
To apply for an activity licence, a state fee must be paid with the reference number 2900073106 to one of the following bank accounts of the Ministry of Finance:

Processing the application
An application and the documents must be submitted to the Civil Aviation Administration at least 80 calendar days before the utilization of the airfield or the expiry of the existing certificate.
The application is processed at the Civil Aviation Administration within 30 calendar days after the application has been registered at the Civil Aviation Administration. If there are shortcomings in the submitted application or documents or if the required documents have not been submitted, the Civil Aviation Administration shall notify the applicant of the shortcomings no later than within 20 calendar days after the application was registered and give the applicant up to 15 calendar days for eliminating the shortcomings. In this case, the application shall be deemed submitted after the changed application or documents have been registered at the Civil Aviation Administration.
To verify the information provided in the application and its annexes, the Civil Aviation Administration shall inspect the heliport. The Civil Aviation Administration shall issue a certificate and inform the applicant in writing of the decision to issue a certificate within 10 calendar days after the inspection of the heliport.
If the aforementioned requirements and conditions have not been met, the Civil Aviation Administration shall dismiss the application and decline to issue a certificate.
The Civil Aviation Administration shall inform the applicant of the decision to dismiss the application and to decline to issue a certificate in writing within 10 calendar days after the inspection of the airfield.
Amendments to the conditions of an activity licence
To amend an aerodrome/heliport certificate and the accompanying operation conditions, a written application shall be submitted to the Civil Aviation Administration with the relevant documents. The application shall be submitted at least 80 calendar days before the implementation of the planned changes.
If there are shortcomings in an application, they must be eliminated within 30 calendar days after the applicant was informed of the shortcomings. If the shortcomings are not eliminated, the application may be dismissed. If the application is dismissed, the Civil Aviation Administration shall inform the applicant thereof in writing.
Before making the decision about making amendments to a certificate and the associated operation conditions, the Civil Aviation Administration will inspect the operator of the certified airfield/heliport, if necessary.
The Civil Aviation Administration shall make the decision regarding changing the certificate and the associated operation conditions within 80 calendar days after the application was submitted. If a certificate and the associated operation conditions are changed, the Civil Aviation Administration shall replace the previously issued certificate and its annex with a new one, indicating a change in the numerical sequence with the phrase Change No. in the top right of the document which is being changed. The new document shall include the previous registration number and validity.
Revocation of an activity licence
The owner of a certificate and the airfield/heliport staff shall have and maintain the competence for the proper operation and maintenance of the airfield/heliport. The airfield/heliport, the facilities, services, and equipment must meet the requirements provided in the regulation and its annexes. The Civil Aviation Administration may revoke an activity licence or terminate its validity on the following grounds:
- The airfield/heliport does not meet aviation safety requirements;
- The operator’s safety management system is insufficient;
- The measures implemented for timely elimination of dangerous situations or for ensuring the safety of aircraft have not provided results;
- The operator’s technical skills or qualification regarding the performance of critical safety-related activities are insufficient;
- The operator does not eliminate or they are unable to eliminate a situation which is negatively affecting flight safety;
- The operator is irresponsible, has intentionally committed non-compliant activities, or posed a threat to aviation safety with the submission of false information;
- The operator has violated the provisions of aviation legislation;
- The operator has clearly shown that their airfield/heliport is detrimental to the public;
- The operator has not complied with what the public servant executing national supervision has provided in their order;
- The operator renounces the certificate;
- The operator’s organisation of aviation security does not meet the requirements.
The Civil Aviation Administration shall inform the operator of the circumstances of revoking the certificate or terminating its validity in writing within 10 calendar days after the inspection of the airfield/heliport. If the operator renounces the certificate, an inspection shall not be executed.
The validity of a certificate, if it has been suspended, shall be restored after the previously specified conditions have ceased to exist and the airfield/heliport has been inspected.
Suspension of an activity licence and termination of economic activity
If an airfield/heliport operator wishes to renounce their certificate, they must inform the Civil Aviation Administration thereof in writing. The Civil Aviation
Administration shall declare the certificate invalid as of the date specified by the operator. If the validity of a certificate expires, the information related to the airfield/heliport certificate shall be deleted from the Aeronautical Information Publication (AIP) and the website of the Civil Aviation Administration.
The Civil Aviation Administration shall execute the supervision over the compliance of the airport’s certification requirements.
