Registration of aircraft

The registration of aircraft is governed by:

  • the Aviation Act;
  • Regulation No. 194 of the Government of the Republic of 20 June 2000, “Establishment of the national register of civil aircraft and the statutes for the maintenance of the register”.

Requirements for the applicant

Economic operators must comply with the following requirements to register an aircraft:

  • the owner or operator of the aircraft is an Estonian citizen, a person holding a long-term residence permit or the right of permanent residence in Estonia, a legal person registered in Estonia, a local authority or the Estonian state;
  • the aircraft has a permit to fly, a certificate of airworthiness issued in Estonia, or a certificate of airworthiness issued by the competent authority of another state and recognised in Estonia;
  • an aircraft that does not have a valid certificate of airworthiness or a permit to fly will be entered in the aircraft register temporarily for up to three months;
  • an aircraft that has been entered in the register of another state will not be entered in the Estonian aircraft register.

Cross-border activities

Granting of nationality to aircrafts and the marking of aircrafts is performed in compliance with the requirements of Annex 7 to the Chicago Convention on International Civil Aviation.

Filling in and submitting the application

An application by the owner of an aircraft or a person authorised by the owner to register the aircraft, modify specified entries or erase the aircraft from the register is submitted to the Technical Department of the Civil Aviation Administration, preferably with the supplementary documents.

The following documents are submitted to register an aircraft:

  • an application on form VA 526-1-1 of the Civil Aviation Administration. The application is signed by the owner of the aircraft or a person authorised thereto;
  • documents that certify the transfer of ownership (a contract of purchase and sale, an instrument of delivery and receipt) in which the date and terms and conditions of the transfer are provided;
  • an identity document, if the owner is a natural person;
  • a certificate proving that the aircraft is not in the register of the selling state or that it has been erased therefrom.

An aircraft that does not have a valid certificate of airworthiness or a permit to fly (see subsection 18 (2) of the Aviation Act) will be entered in the aircraft register temporarily (for up to three months).

The following documents are submitted to register an aircraft temporarily:

  • an application on form VA 526-2 of the Civil Aviation Administration. The application is signed by the owner of the aircraft or a person authorised thereto;
  • documents that certify the transfer of ownership (a contract of purchase and sale, an instrument of delivery and receipt) in which the date and terms and conditions of the transfer are provided;
  • an identity document, if the owner is a natural person;
  • a certificate proving that the aircraft is not in the register of the selling state or that it has been erased therefrom.

Applications can be submitted:

  • by directly contacting the Technical Department of the Civil Aviation Administration (the office hours on working days are 09:00–12:00 and 13:00–15:00);
  • in writing (the postal address is Rävala pst 8, 10143 Tallinn) or electronically by sending a digitally signed application to ecaa@ecaa.ee;
  • by submitting your application via the Aviation Safety Information System (LOIS) (use of the service requires that you authenticate yourself by means of an ID card).

Payment of state fee

The amount of the state fee for the requested action depends on the weight of the aircraft:

  • 32 euros, if the maximum take-off weight of the aircraft is up to 750 kg;
  • 96 euros, if the maximum take-off weight of the aircraft is 751–5,700 kg;
  • 195 euros, if the maximum take-off weight of the aircraft is over 5,700 kg;
  • a state fee of 835 euros is additionally paid if the aircraft is registered with a registration mark chosen by the owner.

The state fee (reference number 2900073106) must be paid to the bank account of the Ministry of Finance:

  • SEB – EE 891010 2200 3479 6011;
  • Swedbank – EE932200 2210 2377 8606;
  • Danske Bank – EE40 3300 3334 1611 0002;
  • Nordea Bank – EE 701 7000 1700 1577 198.

Provide the type and serial number of the aircraft about to be registered in the payment details.

Processing an application

Applications are registered and the documents pertaining thereto are reviewed within 30 working days at most as from the receipt of all necessary documents.

The Technical Department of the Aviation Administration along with the Legal Department assess the submitted applications and the supplementary documents and check the compliance thereof with the established requirements. The applicant is contacted, if any information/documents are missing or need to be corrected.

A certificate of registration or a temporary certificate of registration is provided to its owner against their signature or, if requested, sent by mail. A certificate of deletion from the register is issued to the owner or sent to the civil aviation administration of the intended state of registration.

Amendments to terms and conditions of activity licences

The following documents need to be submitted to amend the registry data of an aircraft:

  • an application on form VA 526-3 of the Civil Aviation Administration. The application is signed by the owner of the aircraft or a person authorised thereto;
  • documents that certify the transfer of ownership (a contract of purchase and sale, an instrument of delivery and receipt) in which the date and terms and conditions of the transfer are provided;
  • an identity document, if the owner is a natural person;
  • a valid certificate of registration.

Revocation of an activity licence

The owner of an aircraft must submit an application in free form and return the certificate of registration of the aircraft to delete the aircraft from the register

Supervision

The Civil Aviation Administration is responsible for the keeping of records of aircraft and granting nationality thereto.
