Festive delivery of certificates of citizenship
Festive delivery of certificates of citizenship was initiated in 2008, under guidance of the Bureau of Population Minister, the first ceremony was held in February 2008, in Jõhvi.
Starting from redistribution of the tasks of the Bureau of Population Minister in summer of 2009, coordination and organisation of festive events related to handing over the certificates of citizenship are dealt with by the Ministry of Culture in cooperation with the Police and Border Guard Board.
As of 2013, The Ministry of the Interior and the Police and Border Guard Board are responsible for coordinating the citizenship ceremonies.
The aim of the ceremonies is to value citizenship as inseparable part of the nationhood and new citizens who have passed the process of naturalization successfully. The festive ceremonies motivate also non-citizens residing in Estonia (persons of unidentified citizenship) and citizens of other countries to become the Estonian citizens. The ceremonies mean also personal approach, these are addressed to recent citizens as well as to their families.
In order to become the citizen of Estonia, a person submits the relevant application to the Police and Border Guard Board that will review this application and will deliver via Ministry of Internal Affairs to the Government of the Republic for making a decision. After the Government of the Republic has made its decision, the Ministry of Culture and the Police and Border Guard Board will inform a new citizen about the option to receive one’s certificate of citizenship at a festive ceremony.
At the festive delivery of the certificates of citizenship, the recent Estonian citizens are greeted by representatives of Riigikogu or Government of the Republic and the Head of the Police and Border Guard Board. Recipients of the certificates of citizenship are presented a flag of the Estonian Republic, a concert and an excursion in the building of Riigikogu are held.
