Calling up for conscript service

Upon turning 17, male Estonian citizens become liable to national defence obligation and they are entered to the national defence obligation register.

The Defence Resources Agency shall send a written notification about the entry to the national defence obligation register to the address of residency specified in the population register. You can check your status via an inquiry about the national defence obligation register.

To receive the notifications on time, please check your data and notify the Defence Resources Agency of your residence and contact data. To receive the notifications via e-mail, subscribe to the notifications for persons liable to national defence obligation.

A 17–27 years old male is a call-up selectee until they enter conscript or alternative service or is released from it. Conscript service is obligatory if:

  • you have completed at least 6 grades
  • you meet the medical requirements on the basis of decision by a medical board
  • you are not subject to a valid deferment
  • you have not been excused from being called up for conscript service
  • you do not have a reason for not being called up for conscript service.

Women are able to willingly join conscript service and become subject to national defence obligation.

The Minister of Defence shall determine the dates for joining conscript service and the distribution of conscript service units. Based on the orders of the Minister of Defence, the Defence Resources Agency shall call up call-up selectees and women who have willingly expressed their wish to join conscript service by specifying the conscript service unit, the time for joining conscript service, and the place for assembly. Along with the call-up notice, the documentation meant for submitting to an employer or educational institution shall be sent about the call-up for conscript service.

The decision regarding the call-up for conscript service shall be given to the call-up selectee at least a year before entering the service, unless:

  • the call-up selectee is no longer subject to deferment
  • the call-up selectee has not previously entered conscript service.

In these cases, the time for entering service shall be announced at least 30 days beforehand. Conscript service can be entered with an even shorter notice time on the basis of an application by a call-up selectee. The Defence Resources Agency shall notify a woman entering conscript service of the accepting decision at least 90 days before the start of the conscript service. In order to remember the time for undergoing medical examination and entering conscript service, subscribe to the notification service for persons liable to national defence obligation. Persons liable to national defence obligation are obligated to assemble at the time and place specified in the call-up notice and enter conscript service. Being late is also considered a failure to appear.

More information about the call-up for conscript service (in Estonian) is available on the homepage of the Defence Resources Agency.
