Terms of use of State Portal eesti.ee

General conditions

The state (public, private and third sector) offers its public services through the portal „eesti.ee“ pursuant to the legal acts valid in the Republic of Estonia.

The portal administrator (State Information Systems Development Centre) shall not be held liable for the possible loss or short-received revenue emanating from the utilization or non-utilization. In case of services, where the portal provides just the mediating environment, the rendering institution or enterprise (responsible processor of the service) shall be held liable for the concrete service.

All services of the portal are free of charge, excl. those, in case of which the fee has been established separately or determined by a legal act.

Security

In case of requests performed in the environment of the State Portal eesti.ee, forwarded documents and other services the portal ascertains the service user’s identity on the basis of the information regarding him, which was received upon logon. The fact of ascertaining the service user’s identity, personal ID-code and data received from databases on the basis of it may be conveyed by the portal administrator in case of user’s awareness exclusively to the provider of the corresponding service.

The forms and requests completed by the service user are not treated as signed documents in case these forms, requests or documented were not signed pursuant to the Digital Signature Act.

In case for some service there are established the requirements different from the present utilization conditions (special agreements, special requirements emanating from the legislation, availability or absence of alternative services), the service user shall be asked for additional consent.

Personal details

In accordance with the Personal Data Protection Act, personal details shall be stored in the portal information system exclusively upon the portal user’s permit and in the scope necessary for the functioning of the portal and its services. By submitting his person for identification the user agrees to the portal utilization conditions and provides the consent that:

  • his/her personal details shall be processed and stored in the portal information system as well as in mediated registries and web environments;
  • requests to databases shall be performed on the basis of his/her personal ID-code, if it is necessary for securing the functionality of the rendered service or portal.

The details stored on the portal shall be accessible exclusively to the portal administrator and provider of the corresponding service exclusively for the purposes of rendering this service.

Technical details

The technical details stored in the portal information system shall not be made accessible in personalized form to third parties. For the identification of the user’s session there shall be used the cookies. There shall be considered as technical details:

  • user’s IP address;
  • user’s web-browser identificator;
  • URL of web-page preceding the addressing to the portal;
  • portal page URL, which the user addressed;
  • authentication type (Internet bank, ID-card, cell phone ID);
  • data necessary for user’s electronic identification (personal ID-code, name and surname).

Copyright

The copyright shall be possessed by the person constituting the source of information (author) with the following restrictions:

  • there shall be permitted in-depth references to all materials and services of the portal; in case of providing in-depth reference in a wrong context the portal contents administrator and author shall have the right to demand the elimination of the reference or change in context;
  • there shall be permitted partial and complete reproduction of the portal information, in case there is provided the information update and presentation of the information in a context accepted by the portal contents administrator and author.

Terms of the official email service of eesti.ee

1. General Provisions

1.1. The Terms of Use regulate the relationship between the administrator of the State Portal and the user of the service when using the official email service of eesti.ee.

1.2. The terms used in these Terms of Use have the following meanings:

State Portal (i.e. the Estonian information gateway): the State Portal is a state website used by authorities to publish information, allow access to electronic services, and forward documents and notifications.

Official email service of eesti.ee: the official email service of eesti.ee is a service of forwarding documents and sending notifications via the eesti.ee State Portal, in which the user configures the forwarding of his or her @eesti.ee address and may additionally store his or her mobile telephone number and configure the notification settings as appropriate to receive documents and notifications from state or local government authorities or other performers of public duties.

Email address in the format [email protected] or [email protected]: email address which the person can use for everyday communication without restrictions.

Email address in the format personalidentificati[email protected] or [email protected] i.e. the official email: email address to which state and local government authorities may send documents and notifications related to a person or his or her company, which result from the obligations or rights of the person or his or her company and the performance of the public duties of the agency; persons registered in the Business Register receive an email address in the format [email protected] and [email protected], which the members of the board who have the right of representing legal persons and are registered in the Business Registers are entitled to use.

Email address used daily: the email address of the service user to which notifications from his or her @eesti.ee address are forwarded.

Service user: A natural person or a person using the services of the eesti.ee State Portal and having the right of representation of a legal person.

Administrator of the State Portal: the Information System Authority (RIA).

2. Activating the notification service of eesti.ee

2.1. The notification service of eesti.ee is ready for use once the user has forwarded his or her personal @eesti.ee address or that of a legal entity represented by him or her to his or her daily used email address. After it has been forwarded, state and local government authorities and other performers of public duties can send documents and notifications related to the person or his or her company to the user’s email address [email protected] or [email protected].

2.2. By forwarding his or her @eesti.ee address, the service user consents to the electronic delivery of documents if the consent is required by law. By saving his or her mobile telephone number, the service user accepts that state and local government authorities and other performers of public law functions may send notifications related to him or her or his or her company as SMS messages.

2.3. A document forwarded to an @eesti.ee email address is considered received when the service user has logged into a web environment (for example eesti.ee, e-toimik, etc.) and opened or downloaded the document there or forwarded it from the web environment to another email address. By adopting the notification service of eesti.ee, the service user acknowledges that an electronically received document is not additionally delivered on paper. The service user acknowledges that he or she can withdraw his or her consent to using the eesti.ee notification service by cancelling the forwarding of the @eesti.ee email address or deleting the mobile telephone from the eesti.ee environment.

3. Using the notification service of eesti.ee

3.1. A restriction regarding senders is imposed on email addresses in the formats [email protected] and [email protected] and it cannot be switched off by the user. Authorised senders are added and removed by the administrator of the State Portal.

3.2. A restriction on senders has not been imposed on email addresses in the formats [email protected] and [email protected] by default.

3.3. Notifications sent to email addresses in the formats [email protected] / [email protected] are stored in the State Portal and forwarded to the daily used email address of the user.

3.4. Documents sent to email addresses in the formats [email protected] or [email protected] are not forwarded to the email address of the person but made available in the State Portal eesti.ee (or another web environment), and a notification of receipt of a document is sent to the daily used email address or phone number of the user.

3.5. The administrator of the State Portal forwards information to the authorities that sent the document regarding the time when the document reached the official mailbox of the person and when the person opened, downloaded, or forwarded the document.

3.6. The administrator of the State Portal allows the authorities and other performers of public law functions to enable queries to the database of official email addresses based on personal identification codes, registry codes, first and last names or the names of legal persons to obtain information on the adoption of the notification service of eesti.ee.

3.7. When using the official notification service of eesti.ee, users have the right to:
3.7.1. add documents to the eesti.ee environment with a total maximum volume of 50 MB, taking into account that the size of one uploaded document may be a maximum of 10 MB
3.7.2. forward documents to other users of the service
3.7.3. receive documents without any volume restrictions
3.7.4. receive assistance from the service administrator in the event of problems.

3.8. The user of the service undertakes to use the official notification service of eesti.ee in accordance with these Terms of Use and the current legislation of Estonia.

3.9. The user of the service is forbidden to store and share documents via the notification service which contain viruses or programs/scripts, etc. that limit the technical capacity of computers or which have been obtained or the forwarding of which is contrary to the legislation valid in Estonia or requirements of copyright or processing of personal information or good practice.

3.10. The administrator of the State Portal has the right to:
3.10.1. limit access to the notification service of eesti.ee during maintenance work, for security reasons or when the user ignores these Terms of Use
3.10.2. change the metadata of the documents when necessary for the operation of the service
3.10.3. delete documents with the oldest date if necessary when the 50 MB limit of an account is close to being reached, notifying the user of the service of this one month in advance
3.10.4. prepare general, anonymous statistical reports by using data related to the users and documents
3.10.5. disclose the email addresses and phone numbers of service users to third persons in cases provided by the legislation of Estonia
3.10.6. amend these Terms of User unilaterally if it is conditioned by changes in the legislation valid in the Republic of Estonia or new technological advances or other significant causes
3.10.7. notify the user of the service about changes to the Terms of Use when the use of the official notification service is limited or hindered, or forward other significant information related to the user of the service (e.g. significant changes to the use of the State Portal).

3.11. The administrator of the State Portal will not assume liability for possible consequences caused by incorrect information entered by the user of the service, or technical or other errors made by the sender of a document.

4. Ending the use of the notification service of eesti.ee

4.1. Use of the service ends upon cancellation of the forwarding of an @eesti.ee email address or removal of the mobile telephone number or within five business days after the user has deceased or if a change to the personal identification code is registered in the Population Register, and in the case of a legal person, upon removal of the company from the Business Register.

4.2. In order to reopen the notification service of eesti.ee, the user of the service must again forward his or her @eesti.ee address to his or her daily used email address or enter his or her phone number in the web environment.

4.3. In the case of optional notification, a user can opt not to receive any notifications sent via email, SMS messaging, or other electronic means without terminating the use of the notification service of eesti.ee.

4.4. The administrator of the State Portal is entitled to delete the documents of a user from the eesti.ee environment within 30 calendar days as from the termination of the use of the service.

4.5. The administrator of the State Portal is entitled to cancel these Terms of Use unilaterally and terminate the provision of the notification service of eesti.ee by notifying the user of the service of this at least three months in advance.

By activating the notification service of eesti.ee, the user of the service confirms that he or she has read the Terms of Use and agrees to them.

Adding and changing user rights of e-services for employees

In order to use the e-services provided on the portal, you must be logged in to the portal.

To use an e-service, select at the top of the page which user you would like to find an e-service for – a Citizen or an Entrepreneur. Once you are logged in to the portal, you can choose the role you want to use the service in by clicking on your name in the self-service block in the left menu.

Services for individuals can be found in the menu ‘Personal data’. Services for businesses can be found in the menu ‘E-services’.

How to add access rights to e-services for an employee?

An administrator or a service manager can add access rights to an e-service for an employee of the company.

An administrator (within the company):

  • can use all services
  • can change the access rights to services for all employees of the company
  • can add and remove administrators and service managers

A service manager (within the company):

  • can change the access rights to services for the employees of the company (including themselves)
  • cannot change the access rights to services of administrators or service managers
  • cannot add or remove new administrators or service managers
  • cannot change the access rights to services with special rights (for example, ‘Notarial documents’)

A person who is the sole representative of a company registered in the business register is automatically granted administrator rights for that company after logging into state portal. Please note! The administrator rights apply on the second occasion you log in to the state portal.

A company that has a special right of representation indicated on its registry card can appoint an administrator in the state portal by submitting an application to that effect. The application must be signed by the member(s) of the management board with the right of representation and sent to [email protected] or on paper by post to the Information System Authority at Pärnu mnt 139a, Tallinn, 15169.

How to share access rights to a service with employees?

If you would like to share access rights to e-services with an employee of your company, an administrator or service manager of your company must select the following from the left menu of eesti.ee: Authorization

The page that opens displays the employees of the company who already have access rights to some e-services.

In order to add a new employee, click on the ‘Add employee’ button. Fill in the mandatory fields marked with an asterisk and tick the specific e-services which the staff member requires access rights for. Then click on the ‘Add employee’ button.

In order to change the details of an employee, click on the name of the employee, make the changes required, and click on ‘Save’.

How to remove access rights?

Only an administrator of the company can remove the manager rights of an administrator or service manager. In order to terminate rights in the eesti.ee portal, you must open the employee rights view, untick the box for the access right to the service in question, and click on the ‘Save’ button. All rights can be terminated together by clicking on the **‘End the employment’ **button.

Management of access rights to information systems outside the state portal

Access rights to information systems outside the state portal (such as MTR, LOIS, or ELVIS) are managed by the RIA Helpdesk. In order to add or remove rights to external systems for an employee of the company, please send a digitally signed form to the following email address: [email protected].

Setup Mailbox forwarding

To setup forwarding mail from public authorities to your preferred email address please follow the instructions:

  1. Log in to eesti.ee
  2. Choose "Mailbox" item from menu and then choose "Settings"
  3. Fill in the field “Enter an email address” with your email address and click “Send activation code”. An activation code will be sent to your personal email.


  1. Enter the activation code from the e-mail to eesti.ee portal and click “Activate forwarding”.

Keyboard-only navigation

This website allows visitors to navigate using only the keyboard. Navigation works by pressing the Tab key repeatedly. Every keypress brings the focus to a next element, ie. link or a button. The element currently in focus is highlighted by a color change and a framed box around it. To activate this element (i.e. “click on it”), press the Enter key.

Zooming in and out

There are three main ways to zoom in on a webpage - using your browser built-in capabilities, using your OS built-in capabilities, or installing a special plug-in for the browser. Our recommendation is to use the easiest way - browser built-in zoom.

With a browser

All popular browsers allow zooming in and out by pressing the Ctrl (Cmd in OS X) and + or – keys.

Or alternatively, hold down the Ctrl key and scroll up or down with the mouse.

In your operating system

Windows 7 includes “Magnifier”, a program that allows zooming. Press the “Start” menu, type “Magnifier” (first letters should do it) and press Enter. A small overlay window appears that can be moved around with the mouse and zooms everything in it.

In Windows 10, press the key with Windows logo on bottom left of your keyboard and plus (+) on keyboard as many times as you would like to zoom in. To zoom out, press the key with Windows logo and minus (-) on your keyboard.

In Apple computers, go Apple menu –> System Preferences –> Accessibility (or Universal Access) –> Zoom.

Browser plug-ins

Browsers have plug-ins that extend the zooming capabilities. For example, Zoom Page WE for Firefox, and Zoom for Google Chrome for Chrome.

Using a screen reader

A screen reader is a software application that attempts to identify and interpret what is being displayed on the screen. This interpretation is then re-presented to the user with text-to-speech, sound icons, or a Braille output device.

The content of this website is created in accordance with the screen reader technical standards. For example, pictures have Alt tags, special text-based descriptions; video windows have textual descriptions about whats happening on the screen; structural elements are placed and ordered so that the order of the information read by the screen reader is logical and easy to follow.

Allow pop-ups in web browsers

If pop-ups are disabled in your web browser, you must temporarily enable them to use the service.

If you use Internet Explorer,

  • select Tools from the menu,
  • then select Pop-up Blocker,
  • and select Turn off Pop-up Blocker.

Pop-ups can also be enabled by clicking on the document name using the Allow once button at the bottom of the page.

If you use Mozilla Firefox,

  • select Tools from the menu bar or, if not available, select Firefox,
  • then select Options,
  • in the window that opens, select the Content tab, and
  • uncheck Block pop-up windows.

If you use the Google Chrome web browser, click the window icon with a red cross at the end of the address bar and select Always show pop-ups from this site.

It is recommended to leave pop-ups enabled on the eesti.ee portal.

If you use Safari, click the Safari message at the top left and select Block Pop-Up Windows. Alternatively, click Safari – Preferences – Security and uncheck Block pop-up for windows.

After using the service, you can disable pop-ups again. If you do not see the Tools button in your web browser, press the Alt button on your keyboard.

Clear your browser's cache

If you see an ‘Error accessing the portal’ message on your computer screen, try refreshing the page (CTRL + F5). If that does not work, log out of the portal and close all browser windows. Then try logging in to the state portal again.

NB! We recommend using the eesti.ee state portal with the latest versions of the web browsers Mozilla Firefox, Google Chrome, and Internet Explorer.

If refreshing the page or logging out of the portal does not help, the web browser has remembered the error message and cannot reload the page. To fix this, you need to clear your browser’s cache.

Clearing the cache

If you use the Google Chrome web browser, press the three-striped button at the top right,

  • select History,
  • Clear all browsing data,
  • Clear.

If you use Internet Explorer,

  • select Tools,
  • Delete browsing history.

If you use Mozilla Firefox,

  • select History,
  • Delete Recent History.

After clearing the cache, close your browser and try using the service again.

Terms of notification service of eesti.ee

All state and local government authorities and other performers of public law functions can send all documents and notifications related to me or my companies to my e-mail addresses [email protected] or [email protected]. With forwarding my e-mail address @eesti.ee, I grant my consent for electronic delivery of documents, if the consent is required by the law.

By saving my mobile telephone number, I accept that state and local government authorities and other performers of public law functions may send notifications related to me or my company as SMS messages.

A document forwarded to my @eesti.ee e-mail address is considered received when I have logged into a web environment (for example eesti.ee, e-toimik, etc.) via a link sent by e-mail, SMS messaging or other electronic means and opened or downloaded the document there or forwarded it from the eesti.ee environment to another e-mail address.

By adopting the notification service of eesti.ee, I acknowledge that an electronically received document is not additionally delivered on paper. The consent is withdrawn upon cancellation of the forwarding of the @eesti.ee e-mail address and deletion of the mobile telephone from the eesti.ee environment.

1. General provisions of the service

1.1. Definitions

  • The notification service of eesti.ee is a service of forwarding documents and sending notifications via the eesti.ee State Portal in which the user configures the forwarding of his/her @eesti.ee address and may additionally store his/her mobile telephone number and configure the notification settings as appropriate to receive documents and notifications from state or local government authorities or other performers of public duties.
  • State and local government authorities may send documents and notifications related to a person or his/her company, which result from the obligations or rights of the person or his/her company and the performance of the public duties of the agency, to the respective e-mail addresses in the format [email protected] and [email protected].
  • The use of e-mail addresses in the formats [email protected] and comp[email protected] for everyday communication is not restricted.
    • E-mail addresses in the formats [email protected] and [email protected] are given to persons registered in the Business Register, which the members of the board, who have the right of representing legal persons and are registered in the Business Registers, are entitled to use.
  • The e-mail address used daily a user, is the e-mail address to which are forwarded the notifications sent to the respective @eesti.ee address.
  • A user of the service is a natural person or a member of the board with the right of representation of a legal person using the services of the eesti.ee State Portal.

1.2. The notification service of eesti.ee is ready for use once the user has forwarded his/her personal @eesti.ee address or that of a legal entity represented by him/her to his/her daily used e-mail address. List of notifications.

1.3. In the event of expiry of an ID card or the suspension of certificates, the use of the notification service of eesti.ee is continued.

1.4. Use of the service ends: upon cancellation of the forwarding of an @eesti.ee e-mail address and removal of the mobile telephone number of the respective user; within five business days after the death of the user; if a change to the personal identification code is registered in the Population Register; upon removal of the company from the Business Register, in the case of a legal person.

1.5. The documents of a user are deleted from the eesti.ee environment within 30 calendar days as from the termination of the use of the service.

1.6. In the case of optional notification, a user can opt not to receive any notifications sent via e-mail, SMS messaging or other electronic means without terminating the use of the notification service of eesti.ee.

1.7. In order to reopen the notification service of eesti.ee, users must again forward their @eesti.ee address to their daily used e-mail address.

1.8. A restriction regarding senders is imposed on e-mail addresses in the formats [email protected] and [email protected], which cannot be switched off by the user. Authorised senders are added and removed by the administrator of the State Portal.

1.9. A restriction on senders has not been imposed on e-mail addresses in the formats [email protected] and [email protected] by default.

1.10. The administrator of the State Portal may, as an exception, send general notifications to all users of the service. Important information and information concerning all users of the service are deemed such exceptions (exceptions are, for example, but not only, important changes in the terms and conditions of use of the State Portal or @eesti.ee e-mail).

1.11. Notifications sent to e-mail addresses in the formats [email protected] / [email protected] or [email protected] [email protected] are not stored in the State Portal, but forwarded to the daily used e-mail address(es) of the user.

1.12. Documents sent to e-mail addresses in the formats [email protected] or [email protected] via the Document Exchange Centre are not forwarded to the e-mail address of the person, but stored in the environment of the eesti.ee State Portal, and a notification of receipt of a document is sent to the user via the channel selected by the user.

1.13. An automated delivery confirmation is forwarded by the administrator of the State Portal to the authorities that have sent a document to a user via the Document Exchange Centre.

1.14. The administrator of the State Portal allows the authorities and other performers of public law functions that have joined the Document Exchange Centre to enable queries to the database of official e-mail addresses based on personal identification codes, registry codes, first and last names or the names of legal persons to get information on the adoption of the notification service of eesti.ee by particular users for the performance of their public functions.

1.15. The administrator of the State Portal does not disclose the e-mail addresses of persons to third parties, except in cases stipulated by law.

1.16. The administrator of the State Portal is not liable for any possible consequences caused by incorrect data entered by the user, technical errors on the part of third service providers or other errors.

2. Users of the service have the right to:

2.1. Add documents of both natural and legal persons to the eesti.ee environment. The total volume of documents per person must not exceed 50 MB. The size of one uploaded document may be a maximum of 10 MB.

2.2. Forward documents to other users of the service.

2.3. Receive documents without any volume restrictions.

2.4. Receive assistance from the service administrator in the event of problems.

2.5. Stop using the service.

3. Users of the service undertake to:

3.1. Be responsible for the content of forwarded and shared documents.

3.2. Keep and share via the service only documents that are in accordance with the current legislation of Estonia (incl. copyright laws, protection of personal data) and do not contain viruses or programs/scripts, etc. that limit the technical capacity of computers.

3.3. Not forward documents to or share documents with other users without their consent.

4. The administrator of the State Portal has the right to:

4.1. Change the metadata of the documents when necessary for the operation of the service.

4.2. Delete documents with the oldest date if necessary when the 50 MB limit of an account is close to being reached.

4.3. Limit access to the service during maintenance work, for security reasons or when the Terms of Use are ignored.

4.4. Prepare general, anonymous statistical reports using data related to the users and documents.

5. The administrator of the State Portal is obligated to:

5.1. Guarantee the preservation of the documents of a user for at least 12 months.

5.2. Notify users at least a month in advance if documents are to be deleted.

5.3. Notify users when:

5.3.1. the metadata of their documents has been changed;

5.3.2. use of the service is limited or hindered;

5.3.3. significant changes have been introduced to the Terms of Use or the functionality of the service.

These Terms of Use are an extension of the Terms of Use of the State Portal eesti.ee.

The history of the State Portal

The primary objective of the portal that was opened on 12 March 2003 was to share information. At that time, the ability to provide the opportunities that are available today was still far in the future. Today, thanks to developments and improvements, eesti.ee is a safe channel through which citizens, entrepreneurs, as well as officials can communicate with the state.

The creation of the State Portal

On 12 March 2003, the Department of State Information Systems (RISO) of the Ministry of Economic Affairs and Communications opened www.eesti.ee, an information portal for citizens www.eesti.ee.

The new information portal gave people information about their rights and obligations in Estonia. In addition, the portal provided practical advice on how to deal with state institutions.

Opening the state portal was an important step in ensuring that, in the future, dealing with the institutions of the state, the third sector, and the private sector would be easier for people. The content of the information portal was updated constantly and the topics that were planned to be available in Estonian were finished within a year.

Acquiring information and making queries occurs in separate portals. To use e-services, the information portal directs the users to the citizen’s portal. In the environment for making queries of the citizen’s portal, the citizens can view their data from different databases and registers. The portal can be entered through the internet bank or with an ID-card.

The new portal was developed from the previous e-country portal www.riik.ee. The Estonian Informatics Centre is responsible for its content.

To make queries and use the services, people had to log into the X-Road environment.

Development and presentation of the new concept

The portal is updated constantly. In 2005, the Russian and English content of eesti.ee is unveiled. At the same time, the new concept ‘Your Estonia’ is introduced and the development of the information portal receives a new direction.

The objective of the concept ‘Your Estonia’ is to make the portal as well as the design of the information architecture more user-friendly. The information systems that have been developed so far have mainly been based on the systems used by institutions and ministries and are very uncomfortable and confusing for users.

Now, more attention is paid to the opportunities of entrepreneurs, as well. The official @eesti.ee e-mail system begins to offer services also to entrepreneurs, so the e-mails sent by the state would reach the correct e-mail address through a reliable route.

The e-services of the information portal and the citizen’s portal are still separate. Instead of the forms that had previously been available online, the development of new e-forms that can be filled out and sent in the portal begins. The development is led by the information system authority of that time.

The portal starts to reflect the entire country

In the September of 2007, an important and welcome change is made – the State Portal eesti.ee is completed.

The new State Portal combines the previous information portal and citizen’s portal. The information and services are divided for citizens, entrepreneurs, and officials based on their role. Now, e-services and information are available in one unified portal.

By 2008, all of the former independent state portals have been redirected to the state portal eesti.ee (in addition to the citizen’s portal, the e-country portal www.riik.ee, and the X-Road portal). This makes finding information about the state easier.

As a new feature, mobile-ID could be used for logging into the portal.

The opportunity to log in with mobile-ID makes using the services of the State Portal easier. In developing the State Portal, more attention is paid to user friendliness and increasing the number of users.

  • One month after the unified State Portal eesti.ee is opened, nearly 110,000 people, including 8,000 people abroad, mainly from Finland, Sweden, and the U.S., have visited the portal.
  • During that time, about 19,000 people and 17,000 companies are using the official e-mail system @eesti.ee.

The State Portal eesti.ee receives a new look and new content

In 2009, eesti.ee is given a new logo. A year later, an information campaign is organised to reach the people living in rural areas who could benefit from the services of the State Portal the most. By the autumn of 2011, more content is provided for entrepreneurs. The navigation scheme and the design of the website are more user-friendly than before.

The new portal includes more than 200 services, 400 articles and 2,500 contacts. Two of the more important developments are the information search engine and a user’s folder of personal data.

The creation of new services is made easier. The State Portal starts offering versatile options for using e-services to institutions, for example:

  • sending reminders to people with the notification service
  • the ability of authentication via ID-card, mobile-ID, or the internet bank in information systems outside the State Portal
  • accepting electronical applications through the State Portal.

Since 2011, the developer and administrator of the State Portal is the Information System Authority.

Personal homepage

On the 10th anniversary (2013) of the State Portal, a homepage for users that are logged in is completed, which gathers information about a person from different registers to one page. This allows users to have a quick and easy overview of their data on one page.

After logging in, you can see your data on your personal homepage.

In 2014, entrepreneur’s notifications are added to the highly popular Traffic Registry notifications.

In 2015, 815 e-services are available in eesti.ee. During 2014, the portal has users from more than 200 countries and 9,000 cities. The most popular activities on the site include viewing the menu of My data, logging into SAIS, adding data to the certificate of temporary incapacity for work, and viewing prescriptions.

The terms of use change

In December 2015, the terms of notifications of eesti.ee are changed. With forwarding their @eesti.ee e-mail address, the person gives consent to state institutions to send official documents and notifications to them to this e-mail address. This also means that the person grants consent for the electronic delivery of documents if consent is required by the law.

In 2016, the updating process of the technologically out-of-date portal begins. In addition, the appearance and design of eesti.ee change and the topic groups of articles are ranked by popularity.

On 19 June 2017, the updated portal is revealed to users – at first, the article section which can be read without logging into the portal. The pages of different topics are illustrated with photos taken by Estonian photographers. The upgraded portal is also easy to use with a phone or a tablet.

Two portals remain in use – the new portal includes articles and the old one includes e-services.

Users can express their opinions beneath the articles.

To provide better content, every article is accompanied by a question of whether the user got an answer for their question or what question they are still looking an answer for.

The e-services are rearranged

During the upgrading of eesti.ee, the e-services that have been created over time are checked to avoid duplicated, low-quality, and dated e-services. Eesti.ee is still a gateway to the e-country by providing information and an overview about e-services in one place.

In 2017, the portal was logged into 3,870,000 times.

By the end of 2017, 398,677 people had forwarded their @eesti.ee e-mail addresses.

In the spring of 2017, a data monitoring system is implemented. This allows people to get an overview of the state institutions that have used their data.

In 2017, eesti.ee includes 1,330 articles, 154 services, and 2,866 contacts in Estonian, Russian, and English.

The most popular activities on the site include viewing the menu of My data, adding data to the certificate of temporary incapacity for work, and viewing prescriptions and benefits for incapacity for work. The most popular article is about national, public, and school holidays.

In 2017, RIA promises to present a new log-in view for the 100th anniversary of the Republic of Estonia, which will harmonise the visual appearance of eesti.ee and, among other things, eliminate the technological debt. Eesti.ee is a gateway to e-services, or a set of links – as part of organising the e-services, a number of local government services etc. are removed from the portal, as this administrative model is considered unsustainable. There are more than 5,000 e-services in the country.

In 2018, the new blue portal is ready for the 100th anniversary of the Republic of Estonia

From the second half of 2017, the vision of eesti.ee is recreated, with an event-based approach as the main idea. It is considered important that people can get an overview of information in one place, whether it is the birth of a child or the death of a loved one.
The blue portal with a new approach is available to users in December 2018 at a cost of around €300,000. The new design reuses the style guide created for the Estonian Tax and Customs Board portal. The latter is a good guideline on how to develop e-services in the country in a more cost-effective way.

In 2021, the national mailbox is automatically forwarded to 1.3 million citizens

In March 2021, the national mailbox located in eesti.ee is redirected to the e-mail addresses of the citizens as recorded in the population register – 1.3 million redirections instead of the current 400,000. The change is motivated by the desire to share vaccination information more effectively with citizens and to invite people to vaccinate by age group. This change is significant – whereas before the responsibility for redirecting lay with the individual, now the state does it for the citizen.

In the summer of 2021, the technical capacity of eesti.ee is increased and the Angular web framework is introduced instead of the Vue web framework, which makes the portal more sustainable and enables a more distributed architecture. The aim is to increase the reliability of applications and ensure greater independence. The self-service module (e.g. My Data, the mailbox, the Personal Data Usage Monitor, etc.) and the content information is placed together in the menu on the left in the logged-in view to make the information easier to find. In the autumn, new functionalities are added to the national mailbox, such as the possibility to sign and encrypt documents.

In the summer of 2021, eesti.ee is transferred to a new, more technically capable web framework.

In December 2021, a consent service is launched that allows people to give their consent to the state to share their personal data with a specific service provider, for example for the purpose of instalment payments.

Eesti.ee has nearly 7 million visitors a year, and in March, vaccination information attracts 1.1 million visitors. Eesti.ee has a total of 1,350 articles in Estonian, Russian and English and 85 e-services. The most popular services are health-related: certificates of incapacity for work, checking prescriptions and data in the Estonian Health Insurance Fund. Notarial documents and the traffic insurance history are also important in the entrepreneur view.

The new entrepreneur portal is ready in November 2022.

The year 2022 is eventful for eesti.ee, in November, the new entrepreneur environment is launched, which brings together all the important information and services that an entrepreneur needs to do business with the state – from the material needed to establish a company to the services that company accountants use on a daily basis to ensure the operation of the company. The state portal is the only environment where certificates of incapacity for work are forwarded, and this service also ranks highest in usage statistics. In addition, entrepreneurs and company employees mainly use the environment for company and personal data inquiries, for making requests for holiday pay and average salary compensation, and for verifying notarial documents, traffic insurance history, and data. A new desktop opens in the self-service, containing the main business data (e.g. name, registry code, field of activity code) of the company, the most used e-services, and the obligations of the company (including information on submitting the annual report, value added tax return, and reports). Entrepreneurs will also find a data map with links to key activities and information for entrepreneurs in the state, including obligations, funding opportunities, statistics and network information for those heading to foreign markets. In total, there are 30 services in the entrepreneur environment.

Together with the completion of the entrepreneur view, the entire portal is updated, user-friendliness is improved and there is a strong emphasis on the integration of e-services and information articles to increase the findability of services.

In December of the same year, the old ‘green portal’ is closed and eesti.ee is in a single blue environment. In July 2021, the government allocated a one-time amount of 500,000 euros for closing the green portal after an illegal download of ID photos. Since then, more than 10,000 hours of work is done to close the old portal to the end user.

Two new event services are added to eesti.ee – ‘marriage’ and ‘birth of a child’. You can start submitting your marriage application via eesti.ee, from where you can go to the population register with a single sign-on. A single sign-on capability (the State SSO) is also ready in December. Information on the birth of a child is supported by an interactive timeline that provides all the necessary information from planning for pregnancy to the child’s third birthday.

Eesti.ee is an important focal point for the state’s ‘My Data’ and e-services, allowing people to keep track of their rights and obligations. By logging on to the portal, everyone can get the information they need on documents, health, family, children, benefits and obligations.

Eesti.ee is visited by nearly 7 million visitors a year and more than 3.5 million notifications are sent to citizens through the mailbox about the expiry of documents, polling cards, national defence obligations, fines, and other information. Eesti.ee has a total of 1,700 articles in Estonian, Russian and English and 100 e-services.
