Application for parental benefit, family allowances and additional contributions to the pension system
You are entitled to submit an application for the receipt of parental benefit and family benefits, as well as to apply for making additional contributions to mandatory pension fund. You can also submit an application for the waiver of supports, benefits or making additional contributions to mandatory pension fund.
Before the child attains 70 days of age, the mother of the child has the right to receive the parental benefit. After that, the parent who is on the parental leave from their employer has the pre-emptive right to use the benefit. If the father of the child wishes to start having the compensation immediately after the child reaches the age of 70 days, he must apply for parental benefit first.
In order to change the recipient of parental benefit, new applicant shall submit an application. The parent who has received the benefit so far shall give his/her consent. To give his/her consent it’s necessary to submit an application for waiver, which is equalized with consent. Consent can be granted using this service (there is separate link on the lower edge of the page), after the other parent has submitted their application.
Income tax is withheld from the parental benefit from the first euro. If you wish to use the tax exemption or change the amount of exemption from income tax or waive the tax exemption, you can submit the respective application online at the State Portal eesti.ee with the service Applying for exemption from income tax.
Family benefits include single benefits, such as childbirth allowance and adoption allowance which shall be paid only once. Family allowances paid on a monthly basis are the child allowance, the single parent's child allowance, and the child care allowance (which is not paid during the period in which the parental benefit is paid), the guardianship allowance, the conscript or alternative service child allowance, and the allowance for families with many children.
Parental benefit and family allowance are paid on the 8th day of each month. If the date of the bank transfer falls on a public holiday or other day off, the payment date shall be the working day prior to the day off.
To make additional contributions to mandatory pension fund (to the so-called second pillar), one parent must submit an application and other parent must give his/her consent.
