Inclusive education is the guiding principle of Estonia’s education system. This means that nursery schools and schools must consider all children and their differences and provide them with an individual approach.

The nursery school or school must adapt its curriculum, environment, or learning processes according to the child’s special needs to provide the child with a manageable opportunity to acquire education.
