Permanent incapacity for work

Applying for an examination for establishing incapacity for work

As of 1 January 2017, work ability will solely be assessed by the Unemployment Insurance Fund. If a reassessment of permanent incapacity for work has been scheduled for you in 2017 or thereafter, you must contact the Unemployment Insurance Fund as the date of the reassessment draws closer. Under the new rules, the Unemployment Insurance Fund assesses work ability and pays work ability allowances to those with partial or no work ability.

You can submit the work ability assessment application together with the work ability allowance application

If you do not have the technical means to submit an application via e-töötukassa or via video, you can use a private client room and computer adapted for this purpose at the unemployment fund offices.

As filling in the application takes approximately 1 hour, we ask you to call us in advance to schedule an appointment by calling the information line 777 3000.

Upon the assessment of work ability, the state of health of a person and restrictions on activity and participation arising from the state of health shall be taken into account. This is done by assessing a person’s physical and mental abilities in different areas.

The assessment of working ability consists of five steps:

  • a visit to a doctor;
  • the submission of an application for assessment of working ability;
  • the preparation of an expert opinion;
  • a decision on the scope of the assessment of working ability;
  • the payment of a working ability allowance and, if necessary, providing you with advice and labour market services to continue working or secure employment.

Read more about the assessment of working ability from the website of the Unemployment Insurance Fund.

Work ability card

If you have been assessed as having partial or no work ability, the Unemployment Insurance Fund will give you a card certifying that. The card is necessary for certifying reduced work ability and it is valid together with an identity document.

First and foremost, you may need to use the card to receive discounts provided by local governments and private companies; state institutions exchange the data necessary to provide discounts between their databases. Aside from statutory discounts, it is up to service providers to decide whether to provide any additional discounts and, if so, to what extent.

The card will be sent to you by mail. In case of loss, destruction or theft of the card, you can apply for a new one at the offices of the Unemployment Insurance Fund or via e-mail at [email protected].

Work ability allowance

If the Unemployment Insurance Fund has assessed you as having partial or no work ability, you have the right to receive the work ability allowance and are provided with health insurance.

The existing daily rate of the work ability allowance is 22,89 euros, the amount of which per calendar day is:

  • for a person with partial work ability – 57% of the existing daily rate (13,0473 euros per day, approximately 391,42 euros per month);
  • for a person with no work ability – 100% of the existing daily rate (22,89 euros per day, approximately 686,70 euros per month).

The Unemployment Insurance Fund pays the work ability allowance for the previous calendar month by the tenth day of the following calendar month.
