Before you start operating as a provider of pest control service, you must submit a notice of economic activities to the Register of Economic Activities.
The control of harmful organisms is the use of a biocidal product for the chemical or biological destruction or control of harmful organisms and the prevention of their harmful effects.
Legal basis
The requirement to register as a provider of pest control service arises from the following legislation:
- Biocidal Products Act
- General Part of the Economic Activities Code Act
- Regulation of the Minister of Health Requirements for the provision of services for the control of harmful organisms
Requirements for applicants
In order to provide services for the control of harmful organisms, you must comply with the following requirements:
- You have a relevant legal relationship with the specialist in charge or you are competent to work as the specialist in charge as a self-employed person or work for an employer who has the professional qualification specified in Section 39 of the Biocidal Products Act. The specialist in charge is a person who is competent to manage and organise the service for the control of harmful organisms and to advise an economic operator.
- The specialist in charge must have a level 5 qualification as a pest control operator within the meaning of the Professions Act, according to which the person organises the sharing of resources and the work of others and is in charge of that work.
Professional qualifications of employees
If you wish to employ an employee who has obtained a professional qualification abroad or has professional experience abroad, the employee’s foreign professional qualification must be recognised in Estonia. Professional qualifications obtained abroad may not automatically meet the conditions laid down in Estonia.
Contact the Health Board for questions about the recognition of the professional qualifications of pest control operators and for further information.
Cross-border activities
If you act as a service provider for the control of harmful organisms in another Member State of the European Economic Area and you wish to operate in Estonia, you must apply to the Health Board for an assessment of the compliance of a foreign professional qualification with the requirements.
A foreign economic operator must comply with the same requirements as a domestic operator when operating in Estonia.
