The Social Insurance Board pays social benefits for disabled persons to the individuals for whom the degree of severity of the disability has been determined. Social benefits for disabled persons are granted and paid to permanent residents of Estonia or persons residing in Estonia on the basis of a temporary residence permit or temporary right of residence (for example a family member of an EU citizen).
Social benefits for disabled persons are:
- disabled child allowance – paid to children up to 16 years of age;
- allowance for disabled person in working age – paid from 16 years of age to pensionable age;
- allowance for disabled person in pensionable age – granted to disabled persons upon reaching the retirement age;

Rare diseases for which we pay benefit are phenylketonuria, galactosemia, maple syrup urine disease, pyridoxine-dependent epilepsy, homocystinuria, lysinuric protein intolerance, glucose transporter deficiency, fructosemia, glutar aciduria (type 1 and 2), cystic fibrosis.
Social benefits are calculated on the basis of the rate of social benefits for disabled persons. You can find the amounts of social benefits (in Estonian) from the website of the Social Insurance Board.
Benefits are paid on the 5th day of each month. When the 5th falls on a weekend, transfer will be made on Monday or Tuesday of the following week.
Submitting an application
Applications for social benefits for people with disabilities can be submitted with an application for determination of the degree of severity of disability. A working age individual can also apply for the determination of the degree of disability together with the assessment of work ability, in which case a joint application must be submitted to the Unemployment Insurance Fund.
If you have not submitted an application for social benefits for people with disabilities together with the application for determining the degree of your disability, submit a separate application for the benefit. The application for social benefits for disabled persons (in Estonian) may be submitted:
- by submitting the application in the self-service environment via communication and notification
- by sending the filled in and digitally signed application to the e-mail address of the Social Insurance Board: [email protected]
- by sending the application by post to Paldiski mnt 80, 15092 Tallinn
- by taking the application to the customer service of the Social Insurance Board
As a general rule, it is not necessary to submit a new application for social benefits to determine the degree of the disability.
