Disability card

Disability card

Disability cards are issued by the Social Insurance Board to individuals for whom the degree of severity of the disability (moderate, severe, or profound) has been determined.

The purpose of the disability card is to facilitate the verification of the determined degree of disability in the exercise of the rights provided for the disabled person and in obtaining various benefits.

The disability card is plastic, duochrome (white and blue), dimensions 54 × 86 mm.

The following particulars are entered on the card(In Estonian and English):

  • card number;
  • person’s given name and surname;
  • date of birth/personal code;
  • determined degree of disability;
  • type of disability (motor or visual impairment);
  • card expiration date;
  • issuer.

The card is valid together with an identity document (incl. for example, a student card).

In some cases, the information about the disability is marked on the pension certificate, which also remains valid until the expiry date.

A disability card is issued to anyone who has been determined with a degree of disability.

When applying for a disability card for the first time, simply call the National Social Insurance Board, send an e-mail to [email protected], or contact us through the self-service.

The card will be issued for the same period for which the degree of disability was determined.

Upon expiry, a new card is issued in the case of repeat determination of the degree of disability with a respective notification. There is no need to submit a new application for receiving the card.
