Civil service

Civil service means service or a work relationship between an administrative agency of the state or municipal government. An administrative agency is an institution financed by a state or municipal government unit, whose role is to exercise public authority. Every civil servant is a part of a greater system, which has as a common aim of serving the interests of society. The main principles which all servants must consider in their work are recorded in the public service code of ethics.

There are both officials and employees in civil service. Officials are persons appointed to an office that exercises public authority. The work of an official is directly related to reaching and realising decisions that affect many people, then the Civil Service Act subjects officials to numerous additional requirements and restrictions of activity.

An official is in a relationship of service and trust with a unit of the state or municipal government.

The particularities inherent in the service relationships of special types of officials of civil service, such as police officials, rescue service officials or prosecutors are established in specific laws that regulate civil service. Administrative agencies also have employees that have the duty to support the exercising of public authority. Civil service employees are for example, accountants, human resources workers, IT workers etc. The work relationship of employees with the administrative agency is regulated by the Employment Contracts Act.

A vacant office in civil service is usually filled with a public competition, which gives everybody equal rights for applying. The job offers of the state and municipal government institutions are found on the Ministry of Finance website.
