The Land Board organises the sale and release for use of land which the state has no need of via auctions. The transfer and release for use of state assets is generally carried out on the basis of the State Assets Act and the regulation of the Minister of the Environment ‘Procedure for releasing for use and transfer of real estate under the government of the Ministry of the Environment’. The Land Board also organises the administration of the usufruct and right of superficies contracts concluded during the land reform and the sale of the land subject to usufruct in accordance with the Act on Acquisition of Land Subject to Usufruct in Land Reform. In addition, the Land Board organises the upkeep and maintenance of the land units that are part of the state’s land reserve.
The Land Board’s task is also to supervise, organize and coordinate activities in the field of land valuation. To fulfil this task, the Land Board maintains the Transactions Database, which receives data on all real property transactions directly from notaries. Information on the Estonian real estate market (including price levels of land transactions) and the statistics of real property transactions in Estonia is available on the Land Board’s homepage.
For land valuation the Land Board issues land valuation licenses, which entitle the licenced person to perform land assessments, appraisals and valuation of unlawfully expropriated land.
