In order to establish a new network connection or change the consumption and production conditions of an existing network connection, the consumer must submit an application to the local distribution network operator in whose network area the consumer is located. Distribution network operators with an activity license can be found on the website of the Competition Authority or in the register of economic activities. The application form can be found on the network operator’s website and can usually be submitted electronically. More information is available on the network operator’s website.
In order to create a new network connection to an electrical installation or to change the consumption or production conditions of a functioning network connection, the distribution network operator shall issue an agreement offer upon request, which shall include at least the following conditions:
- recommended conditions of consumption or production;
- the amount of connection charges or charges for changing the conditions and the conditions for payment of the charges;
- the deadline for establishing a new network connection or changing the conditions of consumption or production;
- the conditions for amending and terminating the agreement.
The offer of the subscription agreement shall be valid for 60 days from its issuance, unless otherwise agreed.
Connection charges
The network operator has the right to charge the consumer connection charges for connection to the electricity network. The size of connection charges shall be calculated by the network operator based on the methodology for calculating connection charges. The methodology for calculating connection charges is approved by the competition authority. The methodologies for calculating connection charges can be found on the website of the authority (in Estonian). If there are any questions regarding the connection charges or their amount, the person wishing to connect must contact the network operator and ask for explanations regarding the components of the connection charges and their cost.
The electricity network operator shall design and build the electricity network in accordance with the connection agreement entered into up to the supply point specified in the connection agreement at the border of the registered property. From the supply point, the subscriber designs and builds the electricity network himself according to the concluded connection agreement. After the construction of the electricity network, the subscriber can enter into a network service agreement with the network operator and an electricity purchase and sale agreement with the electricity seller.
