Joining the gas network

In order to connect to the gas network, the subscriber needs to submit an application to the local network operator in whose network area the subscriber is located. Gas network operators with an activity license can be found on the website of the Competition Authority (in Estonian) or in the register of economic activities. The application form can be found on the network operator's website and can usually be submitted electronically. More information is available on the network operator’s website.

In order to connect to the gas network, the subscriber and the gas network operator must agree on the connection conditions and enter into an agreement for connection to the gas network. The connection conditions shall specify, inter alia, the supply point, the gas consumption regime at the supply point, the location of the metering system and the type of measuring instruments, mutual obligations and the calculation of connection charges.

Connection charges

The network operator has the right to charge connection charges from the subscriber to the gas network. The size of connection charges shall be calculated by the network operator based on the methodology for calculating connection charges. This shall be approved by the competition authority. The methodologies for calculating the connection charge coordinated with competition authority are published on the website of the authority. If there are any questions regarding the connection charges or their amount, the person wishing to connect must contact the network operator and ask for explanations regarding the components of the connection charges and their cost.

In the event of a change of a consumer installation connected to the network or its owner, no connection charges shall be charged if the following conditions are simultaneously met:

  1. the connection to the existing consumer installation shall be made in such a way that the location of the supply point does not change;
  2. no change in the total consumption capacity or consumption regime specified in the agreement concluded by the former consumer is requested;
  3. the technical conditions for connecting the subscriber’s consumer installation have been maintained.

As a rule, the network operator designs and builds the gas pipeline in accordance with the concluded connection agreement up to the supply point specified in the connection agreement, which is a shut-off device at the border of the subscriber’s registered property. From the supply point, the subscriber shall design and build the gas pipeline, using its own resources in accordance with the concluded connection agreement. After the construction of the gas pipeline, the subscriber can enter into a network service agreement with the network operator and a gas purchase and sale agreement with the gas seller. You can use the website gaasihind.ee (in Estonian) to choose the most suitable gas sales package for you.
