Presenting a notice of economic activities in the register of farm animals

If an economic operator (i.e. a legal person or a self-employed person) wishes to take up an economic activity in a field of activity related to farm animals and the area of activity is subject to notification, a notice of economic activities must be submitted before the start of the activity. When taking up activities subject to authorisation, an application for an activity licence must be submitted.

All of the above-mentioned notifications and applications can be submitted in e-PRIA.

A notification of economic activities must be submitted to the register of agricultural animals for the following fields of activities:

• Keeping of terrestrial animals
• Keeping of species normally kept as pets
• Keeping and rehabilitation of Estonian wild animals
• Keeping of aquatic animals for the following purposes:

1. Aquaculture establishments where aquaculture animals are kept exclusively for the purpose of being released into the wild
2. Extensive aquaculture ponds where aquaculture animals are kept for direct human consumption or release into the wild
3. Purification centres, dispatch centres and transfer areas approved in accordance with Article 4 of the Regulation (EC) No 853/2004 and where molluscs are received only from the epidemiological area in which the establishment is located

• Transport of terrestrial and aquatic animals (road and waterborne transport) under the following conditions:

1. The transport of animals by keepers using, due to geographical conditions in connection with seasonal transhumance, for the transport of certain types of animals agricultural machinery or means of transport belonging to them
2. The transport by keepers of their own animals by means of transport belonging to them within a distance of no further than 50 km from the place where the animals are kept
3. Persons transporting animals to a destination no further than 65 km from the place of departure

• The conservation, collection, production and processing of animal reproductive material
• The transport, use, use with special authorisation and disposal with special authorisation of animal by-products and derived products (under the conditions referred to in Articles 33, 34 and 36 of the Regulation (EC) 1069/2009)
• Independently of the establishment the collection, including the purchase and sale of animals.

Cross-border operation

If the company has been founded and operates in a field which is subject to the obligation of submitting a notice of economic activities in another contracting state of the European Economic Area and wishes to operate permanently in the same area of activity in Estonia, the company must submit a notice of economic activities. There is no need to submit cross-border documents.

Filling in and submitting the notice

The information submitted in a notice of economic activities is set out in Section 15 of The General Part of the Economic Activities Code Act.

The notice of economic activities can be submitted at:

Amendment of information relating to the notice of economic activities

Estonian Agricultural Registers and Information Board (ARIB) must be notified of amending information relating to a notice of economic activities immediately, but no later than within five working days.

You can notify the registrar of amendment of information relating to the notice of economic activities by:

• With a digital signature to [email protected];
• Via mail to Estonian Agricultural Registers and Information Board (ARIB) at Tähe 4, Tartu 51010;

Renouncement of economic activities

Upon renouncing economic activities, a notice on renouncement of economic activities, setting out the time of renouncement of economic activities, must be submitted to the registrar.

Supervision

Supervision in regard to notices of economic activities is carried out by the Agriculture and Food Board.
