A pedestrian is a person who travels on foot or is transported in a wheelchair or a vehicle intended exclusively for use by a person with reduced mobility. A person who travels using a skateboard, roller skates, roller skis, a scooter, a kicksled, or other similar items is also considered a pedestrian.

Outside the calm traffic area, a pedestrian must move on the pavement or, if none exists, on the shoulder of the road. In the absence of such places or unsuitability thereof for pedestrian traffic, a pedestrian may move on the carriageway by keeping as close to its edge as possible.

A pedestrian pushing a cycle, personal light electric vehicle, (mini) moped, or motorcycle must keep to the side of the carriageway appropriate to the direction of traffic, and if possible, outside the carriageway. This requirement arises from the fact that a bicycle has a white reflector and light at the front and a red reflector and light at the rear. When pushing your bicycle against the flow of traffic, the bicycle lights can be confusing to other road users.

When moving on the road in poor visibility or at night-time, a pedestrian must use a reflector or a light source. Wearing a reflector is mandatory in Estonia. The Traffic Code requires pedestrians to walk on the left shoulder of a highway and use a reflex reflector in the dark. It is recommended to wear a reflex reflector at the approximate height of car's lights – 50–80 cm from the ground. A reflex reflector must be seen from all sides. If only one reflector is used, it shall be on the side of the road.

A pedestrian may cross the road in the following places:

  • pedestrian overpass or tunnel
  • pedestrian crossing
  • crossing
  • intersection.

Remember that when crossing the road at a crossing, the pedestrian does not have right of way over the driver. They only have right of way if the pedestrian uses a crossing on a road onto which the vehicle driver is turning. It is the pedestrian’s responsibility to check and make sure that the driver has noticed them and is giving way on an unregulated pedestrian crossing as well.
