Public transport

Public transport is provided by taxi or occasional or regular services and it can be divided into four areas, organised by different bodies.

Local public transport is organised by the local government. The largest transport networks are located in Tallinn and Tartu. In rural municipalities, local public transport is used primarily to transport pupils or to ensure access to social services.

Regional public transport is organised by the state together with county or local authorities through public transport centres. The aim of regional public transport is to ensure connection to the most important regional centres, so that people could get to work and school and use social services.

National public transport operates on a commercial basis, linking in particular the main centres. The route network is formed in accordance with the applications submitted by the carriers and processed by the Public Transport Department of the Ministry of Regional Affairs and Agriculture.

Taxi transport is the transport of passengers to a destination requested by the customer or picking a passenger up from a place requested by them in a vehicle adapted for taxi transport. Taxi transport is organised by the local authority, which issues taxi licences and vehicle cards for taxi transport.

Passengers using occasional services are transported on the initiative of the customer or the haulier. For occasional and regular services, the haulier must hold a European Union licence and a certified true copy of the European Union licence for each vehicle.
