The road user charge is payable for all heavy goods vehicles that weigh over 3.5 tonnes (categories N2, N3) and are used on public roads.
In addition to heavy goods vehicles registered in Estonia, heavy goods vehicles registered abroad must also pay the road user charge. The charge rate depends on the maximum authorised mass of the heavy goods vehicle and its trailer, the number of axles, and the emission class of the heavy goods vehicle. The road user charge rates are available on portal www.teetasu.ee.
Estonia uses a time-based road user charge, the purchase of which provides you with the right to use the roads for a certain period of time. The road user charge must be paid before using the road. Payments can be made 24 hours a day and 7 days a week. Payments are saved electronically and there is no need for a printout on paper.
In the event of non-payment of the charge, enforcement authorities are entitled to impose a fine on both the driver and the owner of the heavy goods vehicle. In addition, enforcement authorities have the power to bar drivers from driving a heavy goods vehicle. Drivers will be barred from continuing their journey until the road user charge has been paid for the heavy goods vehicle. In Estonia, the Estonian Tax and Customs Board, the Estonian Police and Border Guard Board, and the Transport Administration are the relevant enforcement authorities.
