After the divorce is registered, the most convenient way to apply for identity documents with a new surname is through the self-service portal of the police and border guard board. It is also possible to request identity documents with a new name name at the services of the police and border guard board or at a foreign representation of the Republic of Estonia.
When applying for identity documents, a state fee must be paid. The state fee depends on the method of application and the requested document. The corresponding rates and payment information can be found on the website of the Police and Border Guard Board.
In addition to self-service, it is also possible to request identity documents with a new name at the service of the Police and Border Guard Board on site. For that purpose, take only an identity document with you when going to the service. If desired, it is possible to book an appointment at the service to apply for an ID card. The state fee for applying on site is higher than for self-service.
You can read more information about applying for the PBGB service locally on the website of the Police and Border Guard Board.
While abroad, identity documents can be requested in the self-service portal or at a foreign representation of the Republic of Estonia. In order to submit an application on the spot, you need to find a suitable Estonian foreign representation and contact this foreign representation.

When changing the name, it may be necessary to apply for other documents with the new name in addition to changing the ID card and passport after the divorce, for example driver's license and vehicle-related documents. Once the new identity document (ID card or residence permit card) has been issued, you can apply for a driving licence and vehicle-related documents with the new name via the transport administration’s e-service or at a service office.
The state fee for a driving licence issued due to a change of name is lower compared to the standard issuance or replacement of a driving licence.
You must also update all other documents that contain your name, such as a small craft operator’s certificate, personal watercraft operator’s certificate, tachograph card, ADR training certificate, certificate of competence, locomotive driver’s licence, international driving permit, and other similar documents. For more detailed information about specific documents and requirements, please refer to the transport administration’s official website.
In addition, it may be necessary to inform other authorities about the name change, such as employer, billers, family doctor, business register and land register. Most public service providers, such as the social insurance board and the health insurance fund, receive their data from the population register and do not need to inform them of the name change.
