The Health Services Organisation Act (Eesti Tervishoiuteenuste korraldamise seadus) is a law in Estonia that sets the requirements for reviewing an application. According to § 36 (3) of the Act, a general practitioner's practice has the obligation to review a patient's application to become a patient of the practice within 7 working days of receiving the application. If you have not received a response to your application, it may be advisable to consider contacting the same institution via telephone to inquire about the status of your application.
Family doctors are assigned to patient directories (lists), which have designated service areas generally at either city, town or local municipality level. The maximum amount of patients on a list is 2000 people.
A doctor may decline if their directory is full or if you don’t live in the doctor’s service area. Don’t worry, though — in this case, go back to the previous step and apply to another clinic (public or private).
If you cannot find a family doctor on your own, you can contact the Estonian Health Insurance Fund Tervisekassa by sending an e-mail to [email protected], or by calling +372 669 663.
The best way to verify your family physician is via the Health Portal located at www.terviseportaal.ee. You need a valid Estonian ID code (isikukood) to access the portal.
Alternatively, you can find out who your family doctor is by contacting the Estonian Health Insurance Fund (Tervisekassa) directly through their website, or by calling their customer service number at +372 669 6630. You will need to provide your personal identification number and other relevant information to verify your identity.
