Generally, a child studies in the same class as their peers. For a valid reason and in collaboration with the parent, a child may be placed in a class one year younger or older.
The school determines the appropriate class for admission, taking into account the student's age and the education acquired so far.
In the case of a student coming from a European school, the provisions of the Convention of the European Schools are taken into account. The student will enrol in the class that corresponds to the European school class where they discontinued their studies.
If necessary, an individual curriculum is prepared for a student who has come from a foreign country, based on their previous learning experience and taking into account the school curriculum. The school reviews the individual curriculum at least once during the academic year and adjusts it as needed. The school is responsible for the student's development, involving parents, local youth institutions, NGOs, and cultural minority hobby schools.
Usually, the student is with their main class during foreign language lessons, as well as in mathematics and skill subjects (singing, art, physical education, handicraft, and craftwork). During other lessons, the child may have a support teacher who prepares them to handle school independently, or they may have Estonian language lessons, or the child is in an adaptation class.
With an individual curriculum, exceptions can also be made in language learning, allowing the student to consider their native language as the second foreign language (B-language) prescribed in the school curriculum. In this case, the student does not have to separately study the B-language if they wish and instead can request additional Estonian language lessons.
For a student who has studied in Estonia for less than three school years, if needed, an exception can be made at the end of basic school, allowing the student to take the Estonian language or Estonian as a second language exam as a school exam prepared based on their individual curriculum.
The Ministry of Education and Research organises the shaping and implementation of Estonia's education policy at all levels of education.
