Citizens of Estonia and persons with undetermined citizenship staying in Estonia on the basis of a residence permit can apply for a new given name, surname and both given name and surname.

Name change is a procedure for an individual to change their given name, surname, and both their given name and surname (personal name).

The procedure for changing a name consists of the following steps:

  • Submitting an application: the application is submitted either through an e-service in the e-population register or on paper to the following authorities: the Jõhvi Rural Municipality Government, the Pärnu City Government, the Tartu City Government, and the Tallinn Vital Statistics Department.
  • Paying a state fee:when submitting the application through the e-service, a state fee is paid as part of the e-service. When submitting the application to an authority physically, the state fee must be paid before submitting the application. The following state fees are paid for the name change procedure: 150 euros for changing the given name, 150 euros for changing the last name, 300 euros for changing the personal name (given name and surname together).
  • Processing and decision: a decision can be made based on the data in the population register if the Names Act does not require a reason or the use of discretion (for example, applying for the surname of a parent and the population register documents the familial connection and the parent bears or has borne the desired surname).
    Once the online application has been submitted and its compliance with the requirements stipulated in the Names Act has passed an automatic check in the population register and the requirements for making the decision have been met, the Ministry of the Interior makes an automatic decision regarding the name change.
    If the Names Act requires a good reason and the use of discretion (for example, a freely chosen surname has been selected or there have been prior name changes), an official will assess the validity of the reason and the possibility of granting the desired name. If necessary, the applicant must submit further evidence or provide clarifications.
  • Changing registry data and notification: once the name change application is granted, the new name is entered into the population register. You are notified of the name change in the indicated manner when the name is entered into the population register – the decision is sent electronically or a state official invites you to their office for collecting a hard copy of the decision.

If you would like to change the name of your child, you must keep in mind the following:

  • the procedure for changing the name of a child is similar to the procedure for changing the name of an adult; see the submission of the application;
  • the application is submitted by a parent who is the legal guardian of the child;
  • the other parent who is the legal guardian of the child gives their consent to changing the name;
  • the official processing the application communicates with the child to determine the opinion of the child if the child is at least 10 years old. Younger children may be asked for their opinion if the level of their development allows for it.
