Registration of residence
Check the preconditions for registration of residence
To submit a notice of residence, you need the following:
- An Estonian ID code. A personal identification code is assigned to an individual once. This means that if you've previously obtained an Estonian ID code, you already have one. The code is displayed on the personal identification document. EU nationals can apply for an ID code from their local government or Tallinn city district government. Third-country nationals are issued an ID code when applying for a residence permit.
- The right of residence and a residence permit. EU nationals gain the right of residence when registering their place of residence. Third-country nationals must have a valid residence permit in order to register their place of residence.
- A rental agreement or owner’s consent. If you're not the owner of your place of residence, you'll need to submit the owner's consent or a rental agreement. The owners of places of residence can be checked in the e-land register.
- Parental consent. If you want to register your minor child's place of residence, attach the consent of the other parent to the notice of residence. If you have sole custody of your minor child, the other parent's consent isn't needed.
Important to know concerning this step
EU nationals must register their place of residence within three months of living in Estonia.
Third-country nationals need to submit the details of their place of residence within one month of obtaining an Estonian residence permit or right of residence.
For subsequent registration of your place of residence (when already living in Estonia):
To have the address of your place of residence added to the Population Register, you must submit a notice of residence within 14 days of moving to the new address.
Registration of residence is compulsory. This requirement stems from § 68 of the Population Register Act.
If you're not the owner, you'll need to submit the consent of all of the owners or a rental agreement. However, neither of these is required if you want to register the place of residence of an owner's spouse, registered partner, minor child or incapacitated parent or the personal right of use of the place of residence is marked in the Land Register.
