An application for new identity documents can be submitted when submitting the name change application or after the new name is entered into the population register.
When submitting a name change application, you can also apply for identity documents with a new name in the pre-application environment.
If the application for new identity documents is submitted when the name change application is filed, please note that the application will be processed only after the new name is entered into the population register. Until then, the application remains pending.
If you do not submit an application for new identity documents when filing the name change application, you can submit it within 30 days after the new name is entered into the population register.
After the name is changed, the most convenient way to apply for identity documents with a new name is through the self-service portal of the police and border guard board. It is also possible to request identity documents with a new name name at the services of the police and border guard board or at a foreign representation of the Republic of Estonia.
A state fee must be paid when applying for identity documents. You can find the fees and information about payment on the website of the Police and Border Guard Board.
You can also apply for identity documents for your new name in the service offices of the Police and Border Guard Board. The state fee for submitting the application at the office is higher than for submitting it through self-service.
Further information about submitting an application at an office of the Police and Border Guard Board is available on the website of the Police and Border Guard Board.
Abroad, you can apply for identity documents through the self-service or at the foreign representations of the Republic of Estonia. To submit an application at a foreign representation, you must find a suitable Estonian foreign representation and contact it.
When changing the name, you might have to apply for other documents bearing the new name in addition to changing the ID card and the passport, such as your driving licence and any documents related to your vehicle. Once the new identity document (ID card or residence permit card) has been issued, you can apply for a driving licence and vehicle-related documents with the new name via the transport administration’s e-service or at a service office.
The state fee for a driving licence issued due to a change of name is lower compared to the standard issuance or replacement of a driving licence.
You must also update all other documents that contain your name, such as a small craft operator’s certificate, personal watercraft operator’s certificate, tachograph card, ADR training certificate, certificate of competence, locomotive driver’s licence, international driving permit, and other similar documents. For more detailed information about specific documents and requirements, please refer to the transport administration’s official website.
In addition, it may be necessary to inform other authorities about the name change, such as employer, billers, family doctor, business register and land register. Most public service providers, such as the social insurance board and the health insurance fund, receive their data from the population register and do not need to inform them of the name change.
