One of the preconditions for receiving state social benefits and allowances for children with special needs is the determination of degree of severity of disability.

The degree of severity of disability is determined for a child under 16 if:

  • they have a long-term restriction on participation and performance of a permanent nature; and
  • they have difficulty in coping with daily activities despite treatment and the use of a technical aid.

The Social Insurance Board determines the degree of severity of disability.

A recipient of social benefits for a disabled person must be a permanent resident of Estonia or have a temporary residence permit or be a person residing in Estonia on the basis of a temporary right of residence..
