When driving in Estonia
If the driver is carrying an identity document, it is not mandatory to carry a driving licence issued in Estonia or a registration certificate of a power-driven vehicle registered in Estonia or its trailer within Estonia. This only applies if the driver is registered as the owner, responsible user, or user of the vehicle or if the owner, responsible user, or user is in the vehicle.
If an Estonian resident has been issued a driving licence of another European Union member state, they must carry it with them when driving both in Estonia and abroad.
The registration certificate must be carried when driving in Estonia if the driver is not the owner, responsible user, or user of the vehicle or if the owner, responsible user, or user is not in the vehicle. The registration certificate certifies that the person has the right to use this car.
When driving abroad
When driving abroad, the driver must carry:
- A driving licence or other document certifying the right to drive.
- the power-driven vehicle’s registration certificate and trailer registration certificate or copy of the trailer registration certificate verified by the issuing authority. NB! Regardless of the type of power-driven vehicle, only the registration certificate is accepted at the border crossing, not a copy of it.
- the written consent of the owner of the power-driven vehicle. This is necessary if the driver wishes to drive a car registered in Estonia or a laden truck with a maximum weight of up to 3,500 kilograms from Estonia to a country that is not a member state of the European Union and the driver’s name is not entered on the vehicle registration certificate as the user of the power-driven vehicle. The written consent is not required if the owner or the person entered on the registration certificate as a user is a passenger. If the owner and user of the power-driven vehicle is a legal person entered in the Estonian Commercial Register, whose statutory activity is the rental, leasing, or hire of power-driven vehicles, the written consent is replaced by a power-driven vehicle use agreement.
- the compulsory motor third party liability insurance policy.
The written consent to the use of the power-driven vehicle and its trailer must contain the following information:
- the place and date of the written consent
- the name and address of the owner of the power-driven vehicle or its trailer
- the make and model of the power-driven vehicle or its trailer and the identification number of the manufacturer
- the number of the registration certificate and the national registration mark
- the given name and surname, address of residence, driving licence number, and date of birth or personal identification code of the vehicle user
- the period of validity of the written consent.
The signature of the owner on the written consent must be officially certified or notarised. The written consent for the use of the vehicle can be officially confirmed at the service bureau of the Transport Administration.
