Organisation of continuing adult education and youth camps

An organiser of additional adult education must, depending on the education field, either apply for an educational activity licence or submit a notice of economic activities. You cannot simultaneously apply for an educational activity licence and submit a notice of economic activities for the same educational course.

The application can be submitted electronically to the Ministry of Education and Research via edu.ee (authentication is required).

Attached to the activity licence application must be the documents and confirmations required in the specific legislation applicable to that education field. The activity licence application shall be reviewed, depending on the education field, by the Ministry of Education and Research or another institution.

Who must apply for activity licences:

Organisers of education in all other fields can submit notices of economic activities. Submission of this notice is not compulsory but it does entitle the organiser of education to certain exclusive advantages coupled with obligations.

The notice of economic activities is deemed submitted from the moment of its confirmation by the organiser of education. In addition to submitting the notice of economic activities, the organiser of education must publish on their website the documents describing the study arrangements and content.

Further details about the procedures of submission of notices of economic activities and application for activity licences for the purpose of organising additional adult education is available on the website of the Ministry of Education and Research or by e-mail [email protected] or call Estonian Educational Information System (EHIS) +372 765 5050.
